by Gail Spangenberg and James Parker (NCAL President & Vice President) The “adult education and literacy” field, as traditionally defined, was on the verge of losing federal funding when the enactment of WIOA and reforms within the Adult Education & Family Literacy Act breathed new life into it in 2014. Many of the reforms reflected urgings of Reach Higher, America, the report of the National Commission on Adult Literacy.
